Hong Kong has a capitalist economy, developed under the ethos of "positive non-intervention" and has become one of the world's top financial centres. The Hong Kong dollar is the 9th most traded currency in the world. Under the principle of "one country, two systems", the independent judiciary functions under the English Common law framework. The political system is governed by the Basic Law of Hong Kong. Although it has a burgeoning multi-party system, its legislature is partly elected through universal suffrage; the Chief Executive of Hong Kong is the head of government. It has a "high degree of autonomy" in all areas except foreign affairs and defence.
